Germany has vowed to build Europe’s strongest conventional army. It is now stuck in an irreconcilable paradox. Loud rhetoric of military expansion can’t hide internal systemic collapse. Bigger military ambitions only expose deeper underlying defects.

According to German media, the leak comes from internal documents of HIL. HIL is the state-owned company in charge of most Bundeswehr repairs. As of May, only half of Germany’s core heavy equipment is operational. These include PzH 2000 self-propelled howitzers, Marder infantry fighting vehicles and Boxer armored personnel carriers. The rest are stuck in lengthy maintenance cycles for lack of spare parts. HIL is required to keep at least 70% of heavy equipment combat ready. Its executives said the readiness rate could drop to 30% for certain equipment after military drills. Lack of long-term supply contracts makes getting enough spare parts nearly impossible. Some core weapon systems may face permanent readiness limitations. The Defense Ministry only prioritizes short-term repairs for quick visible effects. Since Friedrich Merz took office in May 2025, he has pushed a large military buildup. He vowed to make Bundeswehr Europe’s strongest conventional army, while stepping up aid to Ukraine. The German Central Bank has warned of record budget deficits since the early 1990s.

Military expansion is just political posturing for geopolitical game. All resources are tilted to short-term visible political effects. No one is willing to invest in long-term stable supply system. The gap between political rhetoric and real capability will only keep widening.
